The police contract covers nearly 9,000 officers and is expected to add about $384 million to the city’s annual budget in its final year. For example, 12 strong, extreme or exceptional atmospheric river storms hit California between October 2022 and March 2023. In California specifically, 44 atmospheric rivers made landfall from October through March, up from 31 during last year’s rainy season, said Chad Hecht, a center meteorologist. We are good at listening, and have the experience to be great at advising. But just as in New York, Pennsylvania and Montana, a California green amendment could be used to hold state officials accountable for their decisions, from legislation and permitting to the enforcement of existing environmental laws. California may be a leader in the fight against climate change, but the state is years, even decades, behind other states when it comes to granting environmental rights to its citizens. On Wednesday, the council voted on another set of raises, this time for civilian city employee unions. Those increases are expected to consume an extra $3.5 billion over five years.

A green amendment would not establish any new right for individuals to sue businesses for environmental violations. While a handful of other state constitutions, including those of New York and Pennsylvania, declare the people’s rights to clean air, water and a healthy environment, California’s does not. Hernandez, for her part, acknowledged that the city is facing “a tough budget season.” But she put the blame for any bumpiness on raises for police, not those for other city workers. Over the last decade, voters have approved Proposition HHH to build homeless housing, Measure H to deliver homeless services and Measure ULA to keep people from slipping into homelessness.
